About Children’s Services of Virginia
Children’s Services of Virginia (CSV) is a private, licensed child placing agency providing foster care, treatment foster care, and adoption services for children and families. CSV opened its doors in 1992 and is licensed by the Virginia Department of Social Services to provide services to children from birth to age 21. We serve the northern half of Virginia including Fredericksburg, Winchester, Front Royal, Harrisonburg and surrounding areas. Families who are approved by the agency are referred to as Resource Families.
Our program primarily serves children who have been abused and neglected. Some of these children will not be able to return to their birth family. If parental rights are terminated, the current resource family is almost always given the opportunity to adopt the children. CSV charges no fee to the resource family and assists with the adoption process.
Sixteen foster children were adopted by our resource families in 2021!

Our mission is to provide a safe and stable environment for children and to rebuild and strengthen individuals and families.
Our Philosophy
We believe that children should be cared for in their own homes to the extent that love and protection are provided. We also believe that treatment foster care should be the alternative choice if the child’s safety and development are compromised at home.
We believe that each child has the right to quality life that provides parental guidance, structure, and proper motivation.
We believe in the value of service for families in order that they maintain family unity and cohesion. Should the child be removed from home and placed in foster care, then our services to families will focus on rebuilding a supportive and productive family/child relationship with the goal of reunification.
Our professional commitment, as reflected by our logo, is not limited to the children and their families alone, but to the referring agency workers as well. Therefore, speedy decision making and placement is made for emergency referrals.
We further believe that our services must always be expandable and flexible to meet the changing needs of our children, our communities and the unpredictable economy of our days.
