Foster Care Services

Children’s Services of Virginia (CSV) is a private, licensed child placing agency providing foster care, treatment foster care, and foster-to-adopt services for children and families. CSV opened its doors in 1992 and is licensed by the Virginia Department of Social Services to provide services to children from birth to age 21. We serve the northern half of Virginia including Fredericksburg, Winchester, Front Royal, Harrisonburg and surrounding areas. Families who are approved by the agency are referred to as Resource Families.

Our program primarily serves children who have been abused and neglected. Some of these children will not be able to return to their birth family. If parental rights are terminated, the current resource family is almost always given the opportunity to adopt the children. CSV charges no fee to the resource family and assists with the adoption process.

In 2021, 52 children were placed in CSV’s foster homes. In addition, 16 children were adopted and 11 children returned home to their birth parents or a relative!

Emergency Placement

CSV accepts emergency placements 24/7, 365 days per year.

Sibling Groups

Our resource families recognize the importance of keeping siblings together. We have many resource families who are equipped for and interested in providing a home for sibling groups.

Independent Living

This service is offered to youth between the ages of 14 and 18. The teen may transition to the program while in foster care or may be referred directly to a semi-supervised living environment.

Foster to Adopt

Adoption services are provided to children who are already placed with our resource families and whose parental rights have been terminated. The program includes family selection, home study, pre-adoptive counseling and post-adoptive services.

Pregnant Teen/Teen Mother and Child

Skilled and experienced foster families open their hearts and homes to nurture, educate and provide structure to the teenage mother and her child.

Kinship Care

CSV offers training, home studies and case management services to relatives of children in foster care identified by the DSS agency involved with the family.

To those who do not have experience or understanding of foster care, it only appears chaotic, unhinged, fast & tumultuous for everyone. Underneath appearances though, there is greater meaning, support, growth, relationships and the changing of lives. There are times when we may not look our best, may not act our best, may be too tired or drained to even contemplate what state we do look but because we are part of the CSV family, we do have the assurance that through it all, we are all achieving better, will be supported and in turn, all will be blessed.
